The supremo's comments follow the player's outburst earlier this month when he said he would consider a move in the summer after he fell out of favour with Atleti coach Quique Sanchez Flores.
"Forlan is a great player and could play for any team in the world," Cerezo beamed to Marca.
Cerezo was then asked once again to comment on the future of Sergio Aguero and David de Gea.
Falling short of confirming the pair's commitment to the Madrid club, Cerezo conceded: "there will be few casualties at the end of the season."
Atletico are six in the Liga table, eight points behind Villarreal in the race for the final Champions League spot.
